Who it's for

Developers

BESS, solar, wind and data-center teams who need to know when a target town is moving toward a moratorium or a new bylaw.

Siting and land-use counsel

A weekly docket of local rule changes across three states, with source links you can cite.

Consultants and advocates

Planners, engineers and policy teams following how towns respond to the 2026 Massachusetts clean-energy permitting rules and to data centers.

How it works

Sources. Public agendas, minutes, warrants and legal notices posted on official city and town websites. For Rhode Island we also use the Secretary of State's Open Meetings portal. We respect each website's robots.txt and crawl-delay settings, identify our crawler, and leave out sites whose terms forbid automated access, including private legal-notice aggregators.

AI-assisted collection. Automated software, including AI-assisted text processing, finds candidate items by keyword and context (battery storage, BESS, solar, wind, data centers, moratoria, siting bylaws) and drafts a one-line summary. Each item is checked against its official source and approved in a review step before it is published. Every entry links to the original document.

Limits. Some town websites can't be reached or post scanned images we can't read. In our first sample, about three-quarters of municipalities (434 of 559) had readable postings from the period. Dates are the next posted meeting, or the most recent posting when no future date is posted. Meetings get rescheduled. This is a monitoring service, not legal advice.
